Concord City Council – District 4

Edi Birsan

Edi is the current mayor of Concord and has served on the Concord City Council since 2012. Mayor Birsan has a long and proven track-record of advancing tenant protections, our key campaign objective over the last 8 years in concord. 

He has voted favorably on these issues since 2016, when he was the sole vote for our first ask: a temporary eviction moratorium of 45 days (over the holidays) while the City studied the issue. Edi voted favorably for the Anti-harassment ordinance in 2022, and importantly helped us get it re-written when the City produced a very weak version in December of 2021. 

Edi voted in favor of getting the City to commit to rent control and just cause within the Housing Element in 2022, but the Council rejected it 3-2. Again, in January of 2023, he voted in favor of inserting it in the revised draft of the housing element (post criticism by the state’s HCD).

In March of 2024, Edi voted in favor of the rent stabilization and just cause ordinance that was finally implemented on April 19, 2024. Notably, Edi did stand strong on keeping the Just Cause components applicable to the vast majority of tenants, and even voted for provisions that were controversial to many homeowners, the vast majority of his constituents, such as supporting relocation assistance to tenants in single-family homes for those who are evicted without cause (i.e. substantial renovations, owner-move in).

Shanelle Scales-Preston

East Bay Action is excited to endorse Shanelle Scales-Preston as District 5 Supervisor in Contra Costa County. She was elected to the Pittsburg City Council in 2018 and served as Mayor in 2023. Councilmember Scales-Preston has worked in communities across Contra Costa County her entire career and has built lasting relationships with residents countywide, working to ensure every voice is heard and valued. Her priorities as District 5 Supervisor would include investing in youth services, transportation, promoting economic growth, strengthening public safety, and protecting our environment.

Councilmember Scales-Preston has extensive regional experience as she leads multiple different organizations in charge of services for Contra Costa residents, including MCE, local renewable energy provider, TransPlan, a committee that coordinates regional transportation projects and transit services in East County, and the League of California Cities East Bay Division. She has also secured housing for marginalized communities in Pittsburg and is working to introduce local just cause protections to protect residents from unjust evictions. Councilmember Scales-Preston envisions that every resident in Contra Costa’s District 5 will have tenant protections to keep them housed. Her regional knowledge of public services, commitment to tenant protections, and longtime experience navigating complex bureaucracies, makes us confident that she will effectively advocate for housing and racial justice in District 5 and across Contra Costa County.
